[Apparmor-dev] [rfr] Fix python swig Makefile.am

Hi,

I've attached a diff that fixes the build for the python swig module
from libapparmor. Otherwise, the build fails with a "libapparmor_wrap.c
unknown target" if the python module is not enabled at configure time.
