I think we used to do that so apps could live in X11BASE while Mono
lived in LOCALBASE but I really can't totally remember as this was years
ago.  Can someone figure out what the /root option does with gacutil?
Now that X11BASE is gone I think a few patches for apps that used to
live in X11BASE can now go away.
