[xenpreview-dev] vcpu-set does not reduce dom0 vcpus

Using SLES10 Xen, I attempted to reduce the number of dom0 processors to
16 using xm vcpu-set 0 16, but nothing happens.  Xm top and
/proc/cpuinfo show dom0 still using 32 processors.  I also tried setting
the number of vcpus to other values, but dom0 never drops from 32
processors.  The dom0-cpus parameter in /etc/xen/xend-config.sxp is set
to 0.  Is the vcpu-set command only for domu and not dom0? Is this
expected behavior or a bug?
