[xenpreview-dev] vcpu-set does not reduce dom0 vcpus

Normally the vcpu-set command works for dom0. I use it on a regular basis (and it is tested in xm-test), but I don't have any machines with 32 processors, so I've never tried your exact scenario. I would say that it is a bug. Good luck!
