This is a bug in some code that tries to distribute the drives across the virtual IDE controllers, for best performance for fully virtualized VMs.
I'll have this fixed in the next update, but if you want to patch your local version right now, edit line 287 of file /usr/lib/python2.4/site-packages/xen/install/options.py. On that line, change the word "filter" to "map", and it should work.
