Don't worry, I figured out the problem.  Someone (not me!) had
erroneously configured /etc/xen/xend-config.sxp with:

   (keymap 'en-uk')

It should have read:

   (keymap 'en-gb')

One of the qemu logs in /var/log/xen tipped me off to the source of
the problem.

I made the correction, did xm delete, then xm new, and everything
worked OK.
