[xenpreview-dev] attempt to install 32-bit windows enterpriseedition fails with NTLDR is missing

More info about the failure.

The install works when I specify 1 processor for the virtual machine
configuration.  When I try to specify 2 or more, for some reason after
the windows partition is created and formatted, the windows files are
never copied to the partition.  It just attempts to restart and then the
NTLDR is missing message is issued.  Any ideas?

I am attemptimg to install 32-bit windows enterprise edition in a
virtual machine.  It fails with NTLDR is missing.
